Neighbors said that the owners of these dogs never walked them in a leash. It’s the law to keep your dog in a leash. I blame the owners of these dogs. They failed to keep them in a safe home. I feel bad for these dogs. May the officer he bit look in the mirror every day and remember this dog for the rest of his life. Do not adopt or buy a pet if you are unable to protect them and keep them in a safe home.
