Reporting Guidelines

A Signal should contain content that confirms the details of an incident or prompts a moderator to create a new incident. Moderators consider:

  • Is this video newsworthy?
  • Does this clearly explain what's happening at a scene?
  • Can this information help someone else?
  • Is privacy respected?

Moderators may accept a Signal that contains:

  • Police or firefighter activity
  • Serious collisions
  • Fires, smoke, or gas leaks
  • Protests, large crowds assembling, or evacuations
  • Dangerous conditions (unstable structures, sinkholes, oil spills, etc.)

Moderators may reject a Signal that lacks:

  • Clear visuals of a scene (i.e. recorded too far away)
  • Narration about what’s happening
  • Evidence of a crime or public safety issue

Don’t be discouraged if your Signal is rejected! Citizen enforces these guidelines for the safety and protection of your community.
