A man surrendered to police after threatening himself with a shotgun outside the United Nations headquarters in Manhattan on Thursday.

Officials confirmed there was no threat to public safety. No shots were fired and there were no injuries.

The significant emergency response began around 10:40 a.m. after the armed man was seen walking back and forth in front of the complex at 1st Avenue and 42nd Street.

People inside the UN called 911. Police secured the perimeter and called backup.

Midtown traffic was delayed for hours as the NYPD’s Emergency Service Unit, Strategic Response Group, hostage negotiators, FDNY, and EMS worked the scene.

During the standoff, a video submitted by a Citizen user showed the gunman pacing back and forth outside the fence surrounding the headquarters.

Other videos also showed the heavy police presence, including Emergency Service Unit personnel in an armored vehicle.

Soon after 1:40 p.m., video feeds showed the man laying down the weapon and being detained and walked away by police.

In a press conference held after 3 p.m., officials said hostage negotiators communicated with the man and it immediately became clear there was no terrorist threat being made. The man said he had documents he wanted to be delivered to UN officials.

NYPD Emergency Service Unit personnel were able to deliver those documents to the UN. The man then put down the weapon and surrendered peacefully to police.

Officials said the man apparently arrived in the city on Wednesday after driving from Florida. They said the man’s vehicle, hotel, and hotel room have been searched thoroughly and there is no threat.

The man was detained and taken to the hospital for evaluation, police said. Officials noted he appears to have no criminal history.

Charges are pending.

The UN building reopened for pedestrian exit and entrance at the 46th Street gate and the vehicular entrance at 42nd Street. Earlier, UN security reportedly requested all personnel and delegates inside to shelter in place.

Soon after 4 p.m., the NYPD advised all lanes of traffic nearby had reopened, but people should avoid the area due to ongoing delays.
