Caller says there's a 13-year-old male holding a razor blade. He's not used it on anyone or threatened anyone with it. He's just walking around with it in his hand. It's a white male, about 5'5", larger build, wearing a New York Yankee hat, black shirt, and black pants. He's got blonde hair. He's currently in the park.
